Overall Statement of Duties and Responsibilities:


The Business Analyst as a member of a core Project Team will report directly to the IT Program Manager, and must be familiar with general project management, software development and application implementation methodologies. Using recognized business analysis toolsets\skillsets (as those defined by the International Institute of Business Analyst [IIBA] in their body of knowledge), the business analyst shall demonstrate in all assignments appropriate competencies in leading, researching, facilitating, documenting, analyzing and presenting findings or alternative approaches within the initiation phase (scoping) of a project.


The Business Analyst (BA) will serve as a liaison to business end users and IT staff and should possess strong people and communication skills. In working with the business to analyze and document business requirements and model the current “As-Is and help define the future “To-Be” process\people\technology specifications, it will be key for the BA to adhere to process driven methodologies with expertise in researching best solution\lifecycle practices that adhere to EHS IT and EOTSS policies.


The BA should be adept at translating business and technical requirements into test plans and ensure that proper testing is completed. The BA may be required to develop and/or participate in training sessions, demos, and required to document the outcomes of these meetings or sessions through a process of peer review, validation, and submission. The BA will be required to work across multiple servicing teams which may include EOTSS, EOHHS Shared Services, Security, and Agency representatives. The BA will work closely with the Business (Bureau/Program) and Information Technologies (IT) leadership to proactively identify, develop, and drive short-term and long-term strategies. The BA will adhere to all required project status and reporting requirements as defined by the Project Manager and/or IT Program Manager, while ensuring compliance with all other policies and procedures.


Working in a highly collaborative environment, the BA must maintain insight into all new changes impacting the business and or IT. The BA must be experienced in meeting deadlines, through the application of appropriate scope management as well as analysis, documentation, and facilitation skills.


The BA will document business, application, and system scenarios and identify stakeholders (systems or people) impacted by proposed solutions, while adhering to proper change management procedures. In some cases, where such templates or process do not exist, the BA should be familiar with industry practices and may be required to mentor others. The BA should be familiar with standard functional and process decomposition techniques and able to model business processes and generate applicable scenarios

The BA will be responsible to identify, assess, and document business requirements; recommend business priorities; and advise business on options, risks, and costs. BA conducts research to determine state of solutions able to meet business requirements, within or outside current infrastructures, and determine whether such solutions are feasible. The BA analyzes impact of proposed solution(s) across the business, develops use cases to explain/demonstrate business requirements/specifications to the IT team, and contributes towards a business or process perspective during design reviews.

Detailed Statement of Duties and Responsibilities:


  • Manage projects, develop project plans, deliverables, and ensure timely completion of projects.
  • Coordinate project resources and collaborate with 3rd parties as needed
  • Work with business units to improve and automate current processes and communicate those improvements through workflows or other presentation methods
  • Complete reports and documentation, including business rules, validations, ETL and functional requirements and business processes
  • Lead project planning sessions to set project goals and objectives. Determine timelines, define tasks, and outline resources necessary to complete projects.
  • Partner with business groups to conduct user acceptance testing.
  • Analyze, document and test program development, logic, data, process flows, and specifications.



Qualifications Required at Hire:


  • Excellent written and verbal communication skills.
  • Expertise to document requirements using Microsoft or other modeling products.
  • Expertise to clearly ascertain requirements through leading & conducting Joint Application Development (JAD) sessions.


  • Working knowledge of Microsoft operating systems and programs including Access, Excel, PowerPoint, Word, Visio and Outlook.
  • Expertise in documenting business rules, validations, ETL and functional requirements document creation experience.
  • Experience with use case design/analysis/specifications to understand and document how data is used, business functionality and rules.
  • Ability to gather detailed business requirements and organize into traceable, testable and verifiable data and business formats.
  • Experience working with a variety of information systems, technologies (Including Real-time and Batch) and data file formats, including large and complex files: analyzing file structure, using and creating file layouts, transforming raw data into finished products.
  • Demonstrated experience in analysis and presentation of data and information flows as required.
  • Highly organized with excellent attention to detail.
  • Ability to present technical information clearly and concisely.
  • Demonstrated experience in root cause analysis and tracking, problems, issues and their resolutions.
  • Ability to follow oral and written instructions.
  • Ability to coordinate the efforts of others in accomplishing assigned work objectives. Ability to coordinate projects and follow through to completion.
  • Ability to establish and maintain harmonious working relationships with others.
  • Ability to establish rapport with persons from different ethnic, cultural, and/or economic backgrounds and to maintain harmonious working relationships in a team setting.
  • Ability to adjust to changing situations to meet emergency or changing program or production requirements.
  • Ability to analyze and determine the applicability of electronic data processing data, to draw conclusions and to make appropriate recommendations.
  • Ability to work independently.
  • Ability to exercise discretion in handling confidential information.



Qualifications Acquired on the Job:


  • Familiarity with all aspects of operation of BHCSQ Programs and state system operations.
  • Knowledge of the types and uses of agency forms.
